The Diplomat season 4 wasted no time in getting right into the thick of things. Not only did we spend the entire first episode with Kate and Hal as they navigate the sticky situation the Poseidon secret put their marriage in, but the episode's end found Grace falling victim to an assassination attempt. Their exit from Windsor Castle turned into chaos as a sniper shot Grace in the abdomen.
The Diplomat season 4 episode 2 throws us right back into the chaos as the rest of the administration is rushed off to safety and Grace is rushed off the premises. The sniper took one more shot at a guard before everyone left the front lawn. In the Windsor basement, Hal confirms he wasn't shot as he tries to make sense of Grace's status. No one knows if she's alive.
Trowbridge rushes out of a meeting when he learns the news and Grace gets airlifted to a warship to receive immediate medical attention. Todd watches as the doctors rush to her aid and Grace asks Billie whether they're at war. Finally, Hal and Kate receive word that Grace is alive and going into surgery. Grace will call Hal before signing the transfer or powers. The shooter is still at large.

Billie wonders if Kate accidentally caused Grace's shooting
Kate makes a call to Stuart to inform him of the shooting. He takes notes in order to relay the message and keep Americans safe. Stuart interrupts Eidra and Libby to get them on the move. Kate speaks with Trowbridge, who offers an apology for the shooting happening on his country's watch. Trowbridge isn't happy when his team hasn't made any inroads on finding the shooter.
On her way out to Windsor to brief Hal, the new Acting President, she tells Stuart that they should live together. Before going into surgery, Grace reads the transfer of power letter and signs it while talking to Hal. She gives him some warnings and tips in the event of her death. Hal's moved back into to the manor to be briefed by the Principals Committee alongside Kate and Eidra.
Kate appears impressed at how Hal has stepped into his role as the Acting President. Back at Winfield, Stuart receives unlikely help from some of the guests. Kate calls to Todd, who's having a rough time but doesn't want to talk. Billie asks Hal if Kate could have leaked the truth about the Poseidon, which could have ended up getting Grace shot.
Hal doesn't appreciate the line of questioning, even if it's part of protocol for her to ask these questions. Kate works on writing Hal's remarks about Grace, and when he picks at something she wrote, she deletes everything and hits undo multiple times. They bicker, but it turns into a bigger argument when he admits he would continue Grace's agenda, who was honoring Rayburn's.
Kate tries to push Hal to think more about the future when the past administrations haven't been. She doesn't understand that he hasn't been and doesn't want to push back against some of Grace's policy ideas. Thankfully, the fight doesn't boil over and gets interrupted by lunch's arrival. Hal admits that he was hurt Kate didn't join him in DC when he became VP. He also asks if she told anyone.

Hal and Kate disagree over his acting presidency
Understandably, Kate's annoyed that Hal even considers the possibility that Kate would have told Callum, leading to Grace's assassination attempt. The fight over their past and not being together at the start of his vice presidency ignites more tension. They should have eaten something. They're hangry and picking fights over things that aren't immediately important.
Billie checks on Todd, who doesn't want to hear kind words from her in this moment. Even with the tension between them, they relate over their shared grief about Rayburn. But Todd still expresses his desire for Billie to leave once they're on the other side of the shooting mess. Finally, Hal's team receives word that Grace made it out of surgery. Hal doesn't want Kate to return to DC with him.
He fears the UK people will feel like she fled, but she clears the room to talk to Hal alone. She tells him she will be with him "for worse," and he says she needs to be the one to rescue their marriage and take the blame. Billie calls Hal to connect him with Grace and before she does, Billie warns him that she's not sure she should immediately resume the powers of the office.
Given this intel, he's caught between a rock and a hard place. He and Billie aren't sure how to proceed with Grace in her fragile, post-surgery state. Kate attempts to ask Hal what's going on, but he doesn't read her in. He turns away from her and takes his call with Grace as if nothing is wrong. Kate excuses herself from the room and looks back at her husband as the doors close.
