We're only two episodes into The Diplomat season 4 and there has already been an assassination attempt, a temporary transfer of power, and more fights between Kate and Hal than the previous three seasons combined (well, maybe). But with Grace out of surgery and back in the presidency, it's back to business as usual, but that business might be on thin ice.
The Diplomat season 4 episode 3 begins with Eidra and Stuart having breakfast in Eidra's apartment, where Stuart seems to be unsure of if it's new living space, too. While Eidra scrolls on her phone, he begins talking about therapy and bringing in a new therapist at work. He asks her to put down her phone just as she receives a phone call. The shooter was found dead by suicide.
Kate's back at the office, not in DC with Hal. She joins a call with Eidra, who briefs Grace, alongside Hal and Billie, about the shooter. Grace reads the report as Eidra shares details from the document. The call ends abruptly due to Grace's short temper. Billie interrupts Todd during his swim to inform him about the shooter, a young veteran with no manifesto. She pushes Todd to help Grace relax.

A typo stalls Kate's negotiations with Callum
Kate takes her daily call with Hal before running out of the office, trying out an earlier call to avoid bickering. Their call is cut short since Kate has to leave. Todd attempts to talk to Grace, but she's avoiding vulnerability. Todd's pulled out of her office to speak with the decorator about redesigning the Oval Office. Needless to say, he doesn't care about that.
Kate and Eidra run into Trowbridge, and the PM gives Kate his personal cell phone number in case she needs anything, which is strange. Before their meeting, Kate speaks with Callum, who offers his help as well. Once the meeting takes off, Kate and Eidra are blindsided by a mistake in the brief. The funding figure estimates aren't aligned, which they chalk up to a typo they clear up.
She calls Hal to inform him about the difference in the concrete vault estimate, which she helps him realize that the cost difference could be a dead giveaway that they aren't burying a sub containing the weapon. The Brits believe they are burying the sub and the weapon. Kate says they have to budget for the lie. It's another problem to be put on Grace's plate.
Stuart approaches Eidra about moving in together, and to appease Stuart, she asks Howard to block out 20 minutes a day for them to talk about their relationship. Grace is already in a bad mood when Hal and Billie bring up the "typo." She barks at her assistant to remove the wrong briefing file, but she had her days mixed up. Hal and Billie's conversation with Grace doesn't go as planned.
Hal gives Kate the impossible task of negotiating again with the same numbers. He also still seems to be keeping Kate at arm's length on a personal level. Todd proposes to Grace that they have a new "no screens" rule in their bedroom. Their conversation ends with Grace storming out of their bedroom with her laptop in work in hand. Todd goes back to the pool and screams underwater.

Stuart and Eidra can't figure out their relationship
Kate asks Eidra not to join her at the new renegotiation since she has to blow smoke this time around. She does her best at the meeting to work with the limited lies she's able to spin, but they're not buying it. Callum pulls her aside because he thinks she sounds like a "dodgy car dealer." She tells him the offer is the offer, that's it. She proposes a united front to make this work, but he's not into it.
Stuart and Eidra have their first relationship meeting, and she's still being sarcastic. Finally, she gets honest and tells him that she's worried he won't really like her as a person. She's also worried that her job could someday lead to her death. Kate compares notes with Hal again, and he suggests calling on Dennison for help. They switch to a video call, which seems to calm them down.
She tells Hal that she wants to come home. They don't really know where "home" is, but she means she wants to be with him. She invites him to come to London for a visit and to help with the negotiation. While the Wylers seems to be in a better place, so do the Penns. Todd leans his head on Grace's shoulder as she reads an article online in bed.
Trowbridge learns the truth and reveals Dennison's death
Hal surprises Kate by sneaking into her bed early in the morning, and they fall into intimate patterns of embracing, talking about work, and casually sharing personal details (like Kate pulling out her hair). Stuart tries make Eidra believe that he's just as likely to drop dead, and he suddenly learns that she was already married before. Once again, they can't get on the same page.
There's a delay in the latest negotiation as Trowbridge is late to meet with Hal, Kate, and Eidra. When he arrives, he doesn't shake Kate's hand. They sit down, and he's being short with them and proposes to push the discussion. Trowbridge gets up to leave, prompting Hal to go in for the kill. After Trowbridge gets a note and talks to his associate, Hal rips off the bandage and admits the truth.
The whole truth. He reveals that they took the Poseidon weapon and that Kate wasn't lying about the number. Trowbridge pushes the note he received toward Hal. It reads, "She's here." Trowbridge was set to meet with Dennison's wife to inform her of his death. Suddenly, Hal and Kate are struck with the realization that they laid all their cards out on the table for nothing.
