Going into the last two episodes of The Diplomat season 4, Kate has been trying her best to maintain her position and keep from going over the edge. But in episode 6, she made a decision and forced her hand with Prime Minister Vaughn, issuing President Penn's threat about deploying warships for a blockade. She's officially stepped over the line because what other choice does she have?

The Diplomat season 4 episode 7 begins with the administration scrambling in Italy ahead of the G7 summit. Stuart and Eidra realize that Russia's on the way to collect the submarine and, per conflicting information, wonder why Stuart needs to talk to the Brits about Russia. Stuart and Eidra compare notes with Kate, who reveals that she lied to Grace in order to buy them time.

Kate promises to convince Hal to convince Grace to bring her plan to Vaughn. It's risky, but Kate's confident. Once Hal arrives, Kate gives him the tour of their Italian home, but she's clearly nervous to get into the weeds. Before long, Kate carefully brings up the subject of their relationship, which begins a complicated but calm disagreement that's quickly settled.

Kate admits to Hal that she lied to the president

Stuart gives Billie the readout, but she recognizes the papers as the wrong call, which throws him off. Meanwhile, the Penns are having their own unstable reunion in their Italian home. She demands him to reveal information about the meeting with the Prime Minister, and he finally admits that Kate didn't want him in the meeting. Grace doesn't like hearing that.

When Grace intends to reprimand or at least clear the air with Kate, Todd gains the courage to bite back that Grace is the problem, not him or Kate. For the first time, Kate and Hal find themselves on the same page, and Kate takes the good mood to bring up her pitch about going to get the bodies, which would solve their problems. Hal is open to it and Kate wants him to bring it to Grace.

Stuart continues to give Billie mixed signals about the situation, and she's had enough. Finally, he admits that he knows Grace ordered the carrier attack. Speaking of Grace, Todd confronts her about acting weird and essentially abusing her power. Hal and Kate walk to dinner with the Penns and admits that she didn't deliver the threat to Vaughn. He's not happy she lied to the president.

He's worried he will look like an accomplice and lose his position. Needless to say, that admission didn't go as Kate had hoped. Billie defends herself to Stuart and insists that she tried to stop Grace. She maintains that she was doing her job, and Stuart plainly says that Grace is unfit for office. The Wylers and Penns unite for dinner and the vibe is instantly weird.

The truth comes out and Grace makes a decision

While Todd makes drinks, Grace takes Kate to the greenhouse to talk about Todd's new role. Kate insists that she enjoys working with him. She drops the act and gets honest with Grace about her initial worries before listing Todd's strengths. Kate defends her decision to meet with Vaughn on her own, but it's unclear if Grace accepts Kate's explanation.

Once they sit down at the table for dinner, the mood is fraught and Grace is mad. She launches into a confrontation with Todd about who he feels about her behavior, and Hal and Kate are caught in the middle. To save face, Hal actually steps in to pitch Kate's idea about extracting the bodies themselves. Grace won't let Kate not bringing Todd to the meeting go, though.

Kate honestly admits that she didn't like the plan and she didn't want to say what Grace wanted her to say. She also admits that she didn't deliver the threat. The chef steps out to explain their meal as the foursome sits in silence looking around the table. Grace suddenly gets up and leaves the table. She later returns with a bottle of wine to continue the discussion.

While Hal tries to keep the peace, Kate agrees with Grace that people think there's something wrong with her. She got shot, and her behavior changed. Grace opens herself to the idea of honestly talking about it in an open forum. Kate opens up with the HMS Courageous before diving into the risk she feared from the threat to Vaughn. Hal jumps in with a defense, ending with a spotlight on Kate's lie.

Billie interrupts the conversation, but Grace makes it known that her decision stands. Todd will deliver the message to the Prime Minister to make sure the threat is actually sent this time. Grace thanks Kate for her service and wishes her a good night. Without another word, Kate grins and silently leaves the table. She walks out, and Billie takes her seat. Grace also sends Hal away. This isn't good!
