In Silo season 3 episode 7, the series had a lot to unpack about the underground city’s origins. However, what the episode didn’t prepare us for was Patrick Kennedy and Lukas Kyle’s deadly encounter with a mysterious presence. The two men got caught between the traps laid by both Juliette and the Algorithm for one another.
Juliette tries to send out people who know about the silos and the Safeguard Procedure in order to cap the pipe so it can’t be used. On the other hand, the Algorithm has figured out what Juliette wants and has seemingly granted her request to send out her chosen candidates, killing two birds with one stone.
It’s obvious that the Algorithm controls far more than just the silos, which means the outside territory is basically a big kill box for people. The voice allowed Lukas and Kennedy to go out because it had planned to neutralize them all along. But how and what confronted the two men near Silo 17? Was the buzzing sound the ‘black goo,' or are actual people out there?

Patrick and Lukas were attacked by a mysterious sound
After the Algorithm declined Juliette’s request to send out Knox and Shirley to Silo 17, she chose Lukas and Kennedy as the best backup options. Since the duo knew everything about the Safeguard procedure and the other silos, they made the best candidates for the job.
However, what Juliette didn’t anticipate was how much the Algorithm controlled beyond the walls of the silos. When Juliette went out, she wasn’t eliminated because the voice hadn’t anticipated that she had been given the “good tape.” It didn’t need to take precautionary measures because all the data suggested that she wouldn’t survive.
Moreover, with Silo 17 presumed destroyed, it remained off the grid and made Juliette’s survival there all the more unpredictable. Therefore, Juliette couldn’t have foreseen the danger she was putting Lukas and Kennedy in. The Algorithm knew Juliette had ulterior motives, but it had to play along to get Lukas and Kennedy to come out of hiding.
However, what doesn’t add up is the buzzing sound and gunshots heard over the radio. If the outside world is dead, who fired the guns? The silos are supposed to be humanity’s last stand, but then why are their lives so expendable? They are sent out to clean, but when they try to uncover the truth, they are ‘neutralized.’
Could this buzzing sound be from the ‘black goo’ that attacked Charlotte during the Iran mission? If that’s so, who is controlling the technology, and what exactly is it? There couldn’t possibly be people put there who physically shot at Lukas and Kennedy because the place was deserted.
They had made it to the bodies spread outside Silo 17, and they hadn’t spotted anyone up till then. Moreover, if that were the case, Juliette would also have been spotted if people had been stationed out there. This means that either there was some sort of radio interference or that Juliette and the others were misled.

Who radioed back to Silo 18?
After Juliette received confirmation from Camille of Lukas and Kennedy’s deaths, she resorted to Plan B, which was to blow up Judicial and cap the Safeguard pipe from the inside. This is a risky mission because it could mean a thousand people dead before they can stop the leakage for good.
However, after much contemplation, Juliette agrees, and her volunteers infiltrate Judicial to set up bombs. Surprisingly, just as they are about to light up the place, the radio picks up a message from ‘Deputy Calso’ from Level 17. It was a coded message from Patrick Kennedy, indicating he had survived, followed by another voice, likely belonging to Lukas Kyle, who informs that the kids are alright.
Now, the apparent situation is that Lukas and Kennedy survived, but the timing is too convenient. If they did survive, what were the gunshots they heard on the radio? Why did the Algorithm confirm that they were neutralized? Surely, if they weren’t, the voice would have known, but how did they manage to make their way into Silo 17 and find the children, all the while avoiding the Algorithm’s surveillance?
We think this is all a ploy. The Algorithm is playing everyone, including Camille and Juliette. The voice they heard over the radio could have been manipulated by the Algorithm, and it’s not actually Lukas and Kennedy. If what they have shown in the past is true, then it wouldn’t be too outlandish to consider that the Algorithm may have hacked the radio.
The black goo had infiltrated Charlotte’s jet and took control of it. The same happened to Daniel and Helen’s car, so it's an established fact that whatever this thing is, it can control electronics. So, if that technology has persisted and is, in fact, what drives the Algorithm, it could be that the same is happening to Juliette and her plan. The Algorithm could have easily caught up to their radio communications to mislead them.
It used Kennedy and Lukas’s voices to stop Juliette’s plan to stop the Safeguard. With the Vitamin D+ in the filtration system and Juliette stalling the plan to cap the pipe, there’s nothing stopping the Algorithm from doing exactly what it wants — people will forget Juliette, and she’ll eventually have no leverage or resources to stop the Safeguard procedure.
