In episode 15 of Young Justice: Outsiders, the team investigate a meta-human facility in Russia, while viewers get their first look at the Youth Centre in Taos.
Now that Granny Goodness knows Garfield Logan/ Beast Boy is on to her, she intends to make his life hell on Young Justice: Outsiders. She starts with making Gar re-do unnecessary takes on Space Trek, and Gar has no way of fighting back, especially since he’s under contract. The moment Gar is done, he heads straight to the Watchtower for a mission with Young Justice.

The core goal for Young Justice during the first half of this season was to retrieve as many captured meta-human children as possible. Now that they’ve been found, with their meta-human powers activated, they have all been sent to the Taos Meta-Human Youth Centre to control their abilities and fit in with society once again. Two of the counsellors at the centre are Dinah Lance/ Black Canary and Miss Martian, and the centre is run with the precise intention to not make the children feel like prisoners.

The meta-kids have the option to wear inhibitor collars if they desire to quash their powers, but unlike other facilities, the use of the collar is optional and completely in their control. Most of the children do not want the collars though because they love having these powers.
Eduardo, the peer counsellor, helps with the orientation of the new entrants, but things go awry during the first training session. Wendy/ Windfall loses control of her power and nearly suffocates her friends Mist and Livewire. In tears, Wendy is convinced that she’s a monster. Later we see that Wendy has taken to wearing an inhibitor, a choice that doesn’t sit well with Livewire and Mist.
The Mission in Russia

Artemis and Aquaman are leading a covert mission to investigate a possible meta program in Russia. The team – Halo, Geo-Force, Tara Markov and Forager – find that the facility in Russia is creating super-soldiers, but the participants are volunteers who want to create a Russian Justice League. Geo-Force is concerned by this because his homeland of Markovia suffered at the hands of the Soviet Union, but Young Justice can’t interfere with the military operations of other nations.
Their mission isn’t a complete dud though. The team spot Captain Boomerang, Monsieur Mallah and Black Manta, all of whom should be incarcerated. Young Justice intercept the villains as they attack the Russian facility, making them run for cover. But the villains can’t back down. Their mysterious ‘boss lady’ orders them to complete their mission – who could this boss be? DC viewers can already guess.
With the help of the Russian super-soldiers, the villains are defeated, but it takes some convincing before the Russians let Young Justice leave with the convicts and return them to Belle Reve prison.
As most viewers would have suspected, Black Manta and team are part of the new Suicide Squad run by Amanda Waller and the US Government. She arrives at Belle Reve specifically to warn Aquaman against revealing the existence of her Task Force X to the world, or else she’ll let slip about Young Justice’s role as Justice League’s covert operatives. Since the League has more to lose than Waller, Aquaman acquiesces.
During the fight with the Suicide Squad, Halo was gravely injured when she froze mid-battle against Captain Boomerang. As she recuperates at the end of this Young Justice: Outsiders episode, Halo recalls why her encounter with Boomerang bothered her. It wasn’t him, but rather something he said – it reminded Halo of her previous life as Gabrielle Daou, a Quraci who had betrayed the Markovian royal family by inviting assassins into the royal palace, leading to the deaths of the King and Queen.
When Halo remembers these events, she promises to never reveal them to her team, especially not to her boyfriend Brion Markov, whose life was destroyed when his parents were killed. Brion is so happy that Halo is in his life, and it would be devastating if he knew the truth. Can viewers guess how soon this horrible truth will be revealed to the rest of Young Justice this season?
