"“The Chief is a noted scientist, wealthy investor and, of course, leader of The Doom Patrol. The Chief rescued each member of his team from horrific accidents, nurtured them to health, resuscitated their self-esteem and sent them into the world to defend a populace that sees them as little more than freaks. His disarming manner does little to conceal a steely determination and unwavering devotion to defending Earth from Evil’s oddest entities.”"
A disfigured scientist who helps a group of outcasts come into their own? Sounds like Grammer would be perfect for this role because it sounds similar to Marvel’s Beast. It’s understandable why the creative team would look to him first before many others.
If Doom Patrol could lock down Grammer early, then it would also allow for a cameo in Titans. So far, the DC Universe has been met with trepidation by many fans. After leaked set photos from Titans came out, many feared the worst for the streaming service. A big name actor like Grammer could help calm down fans ready to jump ship already.

At this point, no contracts have been signed and Kelsey Grammer may very well choose not to join. However, it adds a lot of credibility to Doom Patrol and the other DC series that he would even be open to discussion.
